Context:
Established in 1951, IOM is a Related Organization of the United Nations, and as the leading
UN agency in the field of migration and works closely with governmental, intergovernmental,
and non-governmental partners. IOM is dedicated to promoting humane and orderly migration
for the benefit of all. It does so by providing services and advice to governments and migrants.
IOM Mozambique operates from the head office in Maputo as well as sub-offices in Beira, and
Pemba and a field office in Nampula. IOM has programming spans across Migration
Governance, Peace and Development, as well as Multisectoral emergency and recovery
programming related to internal displacement caused by insecurity and extreme weather events.
IOM is closely working with the Government of Mozambique and has been providing technical
support and assistance to the Government dating back to 1994.
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of theDeputy Chief of Mission (DCoM) and in close coordination with the Head of Resource
Management, Head of Sub Office as well as relevant Units and Programmes in IOM
Mozambique, the Head of Infrastructure and Engineering Unit will manage a team of engineers
and oversee the implementation of engineering and infrastructure works across IOM
Mozambique.

Core Functions / Responsibilities:
1. Manage IOM Mozambique’s Infrastructure and Engineering Unit (IEU) which includes a team
of engineers that provide services to relevant programmes within IOM Mozambique, including
Shelter, Housing, Water, Sanitation and Hygiene( WASH), Camp Coordination and Camp
Management, Durable Solutions and others, and ensure continued oversight and capacity
building for the team members within the IEU.
2. Develop IOM Mozambique-specific Engineering and Infrastructure Guidelines and ensure that
these Guidelines, as well as Internal Catalogues and Master Directories, include cross-cutting
aspects such as accessibility, environmental considerations, Gender Based Violence (GBV) risk
mitigation, and others.
3. Oversee, manage and ensure quality control for technical design, bill of quantities (BoQs),
and technical specifications submitted by engineers, site engineers, local government engineers
and vendors and ensure that technical construction documents meet international and national
building standards and IOM standard practices.
4. Perform random on-site Quality Assurance and Quality Control (QA/QC) inspections with
team members on the quality of work in place by selected vendors. Ensure quick remedial
action with in-situ solution on any defective works observed.
5. Ensure regular site monitoring visits to projects and vendors in coordination with Engineers,
Site Engineers, project staff, and other relevant colleagues. Include verification of occupational
safety and health as well as insurance policies and payments for cash for work activities.
6. Coordinate regularly with relevant technical entities within IOM pertaining to compliance with
technical standards such as International Building Code (IBC), Uniform Building Code (UBC)
and Mozambique standards, especially civil, structural, MEP (mechanical, electrical, and
plumbing) and architectural issues.
7. Provide leadership on compliance in terms of Environmental and Social Safeguards for
infrastructure projects.
8. Perform and jointly coordinate with IOM procurement and other relevant technical units any
technical review on overall vendor selection processes during tendering and approval process.
Identify any technical bottlenecks and gaps in tendering and award processes. Promote
efficiencies, specifically regarding local procurement and contracting methodology for quality
construction of IOM projects.
9. With the support of relevant Heads of Units and Programme Managers, provide technical
guidance to inform IOM housing, rehabilitation, reconstruction and infrastructure interventions in
target areas. Develop implementation mechanisms and approaches that are feasible,
appropriate, and effective in the context of Mozambique.
10. Produce and share internal project work plans in coordination with relevant team members,
convening site and office meetings, when necessary, with relevant IOM Senior Management
Team staff and between local authorities, contractors and IOM staff.
11. Work closely with the ICT unit and Management Information Systems (MIS) team to develop
and maintain automated project management, QA/QC, and related workflows.

12. Streamline the field reporting process and the general sharing of information regarding
project implementation with the DCoM, relevant Heads of Units and Programme Managers, and
other relevant colleagues upon request.
13. Coordinate with relevant programmes to ensure the adoption of specific approaches such as
community-based construction approaches, cash for work, promotion of social cohesion and
other special measures to be taken into account for specific programme/project requirements.
14. Provide input and guidance on technical issues related to infrastructure, housing,
construction, and Water, Sanitation and Hygiene (WASH) during project/proposal development
in support of relevant Programme Managers.
15. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education
• Master’s degree in Civil Engineering, Construction Management, Urban planning, or a related
field from an accredited academic institution with five years of relevant professional experience;
or
• University degree in the above fields with seven years of relevant professional;
Experience
• Experience (including field experience) in implementing construction and rehabilitation
projects, and recovery interventions in post-conflict or post-disaster contexts;
• Experience in managing several types of community-based projects;
• Experience in implementing large-scale cash-based and beneficiary-led housing projects;
• Experience in interventions aimed at supporting area-based community recovery.
• Experience in liaising with government authorities, other national/international technical
counterparts and Non-Governmental Organizations (NGOs), and building effective partnerships;
• Previous working experience in Mozambique or Southern Africa region is advantageous.
Skills
• Proven ability to supervise, coach, direct staff, and manage operations in transitional contexts.

Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of
Portuguese is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
